PHL17-TV Philadelphia every New Year's day broadcast the Mummers. If that's not enough for some fans WPHL just announced starting today (12/04/2014) they began broadcasting all the past Mummers material they have in their archives going back to 1995.
The programming will run from 6:00 am till 12:00 am everyday up to January 1st when it once again airs the live broadcast. It can be found on their second channel replacing the traffic cams they air ordinarily
The channel can be found on Service Electric in the Lehigh Valley on clear QAM channel 73.12. I'm not sure about RCN since I don't have it, but you could try channel 32 and see if it's there. In Philly it can be received over-the-air on channel 17.4, Comcast 253 and on 468 for customers of Verizon FIOS
