I'm A Confused. Here's Why..
April 18, 2012 Allentown paid $80,000 for a study entitled "Swimming Towards the Future".

If three years ago the study's recommended rebuild would cost between $4.2M-$4.6M how in the world can this be done now for $3M less then it would have cost back then?
Either something was fishy about the study in the first place or what's now being reported. How can something be only 25% of what the 2012 study estimated it would cost (before inflation)?
