Abuse It, Lose It
I'm of the opinion since there are so many assholes who now own these things they should now be licensed and sold to individuals forced to register them. The drones should be required to have SIM cards which identify the owners. Without the SIM cards they'd otherwise be unable to fly. It's a matter of both public safety and privacy.

The object turns out to be a drone, which police are using to spy on Margaret, whom the police suspect to be a sex offender. Although cleared, she loses her third grade teaching job and seeks out Harry's help."
