New York City's Big Dig
This project started out in 1998 for an estimated $3 billion. As of 2012 it's been estimated to cost upwards $8.4 billion. The 'East Side Access' tunnel is expected to be completed in 2019. The tunnel will connect the 'Grand Central RR Terminal' with the Long Island railroad.
